engineering critical assessment (ECA)

An analytical procedure, based upon fracture mechanics, which allows determination of the maximum tolerable sizes for imperfections, and conducted by, or under the supervision of, a competent person with demonstrated understanding and experience in the application of the engineering principles related to the issue being assessed.
